What is it?

Ventrilo 3.0.0 is the next evolutionary step of Voice over IP (VoIP) group communications software. Ventrilo is also the industry standard by which all others measure themselves as they attempt to imitate its features.

From reading that I think that it is just a programme that increases the quality of sound on your computer for when you are watching a movie or online gaming from your PC or laptop. I think???

It's a voice P2P style program that allows you to speak with others.

It is not exclusively used for gaming, and yes, a lot of teens do use it, but they rarely run one.

I have a lot of friends on my Ventrilo server at the moment, and we use it to speak with each other regularly.
