To be fair to Roy he has to work under the assumption he won't be getting any money before the window shuts and these new Premier League rules place huge emphasis on having englishmen in the squad. So I'd imagine where possible Roy is trying to scout English and cheap players and under those circumstances he's not going to have much to look at except the likes of Carlton Cole. Its unfortunate but its the situation we are in thanks to H&G. I'd personally not use the same scouting criteria but theres a good chance thats all Roy can do under these circumstances.

As we all know thought these paper reports are only about 20% accurate so theres probably been nothing but a passing look at Cole before moving on.
