I would have thought it was obvious what he means:
1) All the work is almost done = Scouting, deciding who we 'want' to buy etc. He suggested this by also saying how he already knew where we needed reinforcement and where we were weak. He also said, something along the lines "do you think I haven't been watching all season", again referencing the work related to our own players and where we needed help the most.
2) Not expecting deals to be done swiftly = We'll now put out our offers and begin our negotiations but these things are rarely done quickly due to the fact that players want to know all their options, players want to go away on holiday and leave things to their agents who absolutely love this time of year and will attempt to play as many options off against each other as they can.
Both statements fit perfectly well with what position we should be in and should expect us to be in at this stage.
