It seems us and Spurs changed the approach this season. They buying expensive players to already strong team , and we are staying idle.

Spurs now play in a stadium with 62,000 seating capacity....26,000 more than White Hart Lane.
Do the math.
Additional ticket + concessions + marketing revenues = extra 30 mill (my guess) in revenue yearly just for PL games?
Factor in bonus revenues created in their multipurpose stadium as well...concerts, sporting, etc
Stadium revenue is the one constant for all teams and Spurs have elevated themselves to the top tier
Tottenham can now afford to be consistent transfer market players
