Exactly. I have watched the 2 vids on it, and each time he uses the phone, the car is stationed, so I don't get what all the fuss is about.

A driver is not allowed to use a mobile phone unless the car is parked, stationary in the eyes of the law is not parked.

Now, if the engine was off, as most modern cars do, when they are stationary, we may have a case for the defence.

Anyone who has never looked at their phone while the car is stopped (motor off OR ON) can lead the way with the stoning.

What about an adult directing kids to go up to cars that are stopping and moving in slow traffic. How safe is THAT?
