My take on it is

you were put as an option to draw villareal, and did draw them, this was then called as an error and drawn again as you came from the same group. City then drew them

You were an option, in my opinion, to draw Atletico as a group winner not from the same country as them, but were not placed in the bowl to draw them. Unless a reason exists for it that im unaware of.
