AC Milan vice-president Adriano Galliani says Chelsea are unwilling to let striker Andriy Shevchenko leave.
The 31-year-old joined Chelsea from AC Milan last summer for £30m deal and has been linked with a return to Italy.
But Galliani said: "Chelsea chief executive Peter Kenyon came to Milan's headquarters and told me that Shevchenko is not for sale.
"He also will not arrive on loan," said Galliani, who hinted Shevchenko regretted leaving the Serie A club.
The Ukraine striker endured a problematic first season at Chelsea as he has failed to adapt to the rigours of the Premiership, scoring just four goals in the league.
"Sheva is part of the history of Milan and he's saddened to have left," added Galliani. "Has Shevchenko told me that he regrets it? I will not answer that."
