JWH isn't at the negotiation table, Ayre is. FSG have backed LFC but its Ayre who cannot get the deal done.
Think about it mate: JWH has proven in the past he is not afraid to
blame sack those he feels can take the rap for any of his F**k ups. The fact that Ian Ayre remains firmly ensconced would hint that he's been doing business with JWH's full blessing.
That said;
if this window closes with yet more failure and
if there's enough of a sh*t-storm from fans... JWH will definitely look to
blame sack Ian Ayre. In my opinion, of course.

At some point [if they are genuine about ambitions to be winners and the best] JWH and the lads will have to spend on quality and quality costs. Why that time is not "now" [last Summer/this January] F**k only knows. Look at it this way - should we qualify to play in the Champions League we'll get stuffed out of sight with this squad. So what's the plan; wait 'til we qualify then
try to buy five or six quality players? At what cost those players; where will the money come from: Dunkin Donuts?
