PSG's move for Neymar for 222M back in 2017 wasn't just them being stupid because they have a lot of money. What PSG did was basically shift the market in a way where the usual giants are not so giant anymore. It is since that move was completed that suddenly players who used to cost 10M are now being shipped around for 30M+ with nobody batting an eye. Basically the market has inflated in a stupid way since then with no sign of the prices significantly dropping down even in the middle of a pandemic. It all benefits two specific clubs...PSG and City. 

It used to be that Real Madrid and Barcelona could have anybody they wanted yes because of their names but also because nobody could rival them for money (maybe a bit debatable for Barcelona but especially true for Madrid). Now not so much anymore. Of course Barcelona kept living the good life for the next 5 years after that transfer basically spending that 222M and the rest of their usual war chest in the most reckless ways they could think of but now they are facing financial problems. I believe Madrid, even without the pandemic can't pay PSG 170M+ for Mbappe. The only club who can pay that type of money for a player other than PSG is City.

I dont see Mbappe moving anywhere unless its on a free simply because nobody can afford the full transfer fee demanded other than City (and we did not hear of any interest from them). If Mbappe really wants out of PSG then he will run down his contract but that is a big if considering PSG's ownership will throw everything and the kitchen sink at him in terms of salary and other financial incentives.

We’ll hold out for as much money as we can get, but he’ll be moved before the window closes. 

He doesn’t really fit our system, and unlike Shaq, doesn’t bring enough to the table to keep around if no one meets our initial asking price.
