      Hillsborough inquest coroner appointed
      Lord Justice Goldring has today been appointed as the coroner to oversee the new inquests into the Hillsborough disaster.

      A 23-year battle for justice on behalf of the 96 Liverpool supporters who lost their lives in April 1989 saw a series of breakthroughs in 2012.

      The publication of the Hillsborough Independent Panel report into the tragedy in September laid bare the truth of what happened on that day and prompted an apology to the families by Prime Minister David Cameron.

      In December, the original inquests which ruled accidental death as the cause were then quashed following an application by Attorney General Dominic Grieve.

      A fresh batch of inquests will now be held to conclusively determine what happened at Hillsborough and Lord Justice Goldring will be at the head of that process.

      The inquests were initially expected to take place in Doncaster but a law change to the Coroners Act 1988, revealed yesterday, means Goldring can decide on a location anywhere in the country.

      The Leicester-born judge was named a High Court Judge in 1999 and held the position of Senior Presiding Judge of England and Wales for three years until December 2012.

      He is expected to begin the new inquest proceedings at the earliest possible opportunity.

      Good news indeed and the change made yesterday to the Coroners Act must surely mean a more conducive location for the inquests than Doncaster, it does appear the tide has turned.

      THE HIGH court judge to oversee the Hillsborough inquests has been appointed.

      Lord Justice Goldring was revealed as the man who will oversee the historic new inquests, made possible by the quashing of the “accidental death” verdicts last year.

      Lord Justice Goldring will decide in due course where the inquests will be held, and he plans to open the inquests as soon as possible.

      He is one of the most experienced judges in the land after being the Senior Presiding Judge of England and Wales from January 2010 until December 2012.

      He was formally appointed an Assistant Deputy Coroner for the purpose of conducting the inquests into the deaths of the 96 people in the Hillsborough disaster.

      He has been appointed by the South Yorkshire (East) Coroner to conduct the inquests into the 95 deaths at Hillsborough and by the West Yorkshire (West) Coroner to conduct the inquest into the death of Tony Bland, who died of injuries he sustained at Hillsborough when his life support machine was switched off in 1993.

      The Judicial Office said the judge will not be giving any media interviews regarding his appointment or in relation to the inquests.

      He was called to the Bar in 1969 and became a QC in 1987.

      The judge appointed a High Court Judge in December 1999. Between 2002 and 2005 he was Presiding Judge of the Midland Circuit.

      He was appointed as a judge of the Court of Appeal and Deputy Senior Presiding Judge in October 2008 and Senior Presiding Judge on 1 January 2010.

      Between 2002 and 2005 he was Presiding Judge of the Midland Circuit.

      He was appointed as a judge of the Court of Appeal and Deputy Senior Presiding Judge in October 2008 and Senior Presiding Judge on 1 January 2010.

      Last year he hit the headlines after issuing guidance on blogging to members of judiciary. He said they should not identify themselves as members of the judiciary and also avoid expressing controversial opinions.

      He also backed down from guidance issued to magistrates that they should resign immediately if they wanted to run in last November’s Police and Crime Commission elections.

      "Lord Justice Goldring is one of the premier judges in England.  He has given a lifetime of service to the law, propelled steadily upwards through the system by his exceptional talent and unshakable commitment to justice for us all.

      "John Goldring was born in Leicester.  His parents had arrived in the UK from different troubled parts of Europe but made this City their home, and made a success of their lives, so John had a happy childhood.  He attended a local primary school before moving to Wyggeston School, just next to this University.  John took some time to find his academic feet, as he enjoyed the freedoms of those times dashing around on a motor scooter, but after a slight hiatus he went to the University of Exeter to read law.  He enjoyed the good life there too, but was eventually tamed by Wendy; the woman who was to become, and still is, his wife and he settled down to show his true intellectual mettle.

      "Although initially uncertain, John soon decided that a life of advocacy was for him, and he was fortunate to become a pupil at chambers with a strong Midlands connection, and so gain exceptional mentorship by senior colleagues.  He was called to the bar at Lincoln’s Inn in 1969, and remained at the same chambers throughout his career as a barrister, rising inexorably to its Head.  When asked what his seniors saw in him as a pupil and junior barrister, John identifies quite correctly his common sense and capacity for hard work, but says with characteristic modesty that he was ‘not a bad advocate’ - an assertion that is simply not supported by the evidence of his subsequent career of quite exceptional advocacy.

      A hearing to decide the date and location of a fresh inquest into the deaths of the 96 Hillsborough victims will take place next month.
      A new inquest was ordered in December when a panel of three High Court judges quashed the original accidental death verdicts.
      The Liverpool fans died as a result of a crush in a 1989 FA cup semi-final.
      The original inquest was held in Sheffield but the families want the new hearings held elsewhere.

      Hillsborough coroner Dr Stefan Popper to be questioned over ordering alcohol checks

      THE coroner who conducted the original Hillsborough inquests will be questioned to establish what contact he had with police officers and why he ordered checks on the blood alcohol levels of those who died.

      The quizzing of Dr Stefan Popper (pictured below) – expected in August – is revealed in a letter to victims’ families from the Independent Police Complaints Commission (IPCC).

      In the letter, the IPCC also revealed it expects its probe into the deaths of the 96 Liverpool fans at Hillsborough and the subsequent police cover-up will take more than two years.

      The IPCC outlined the timetable of their investigations and details of when police officers will be questioned and the progress of the inquiry.

      Jon Stoddart, the former Durham chief constable whose criminal probe into the 1989 disaster is running alongside the IPCC inquiry, has told families his investigation will also take two to three years.

      The ECHO can today exclusively reveal:

      The IPCC is in the process of securing material held by Prime Minister Margaret Thatcher and others;

      Former Merseyside chief constable Norman Bettison could be quizzed by investigators as early as May;

      The IPCC has already secured all evidential material held by South Yorkshire Police.

      All material secured will be transferred from a current major incident room to a new investigation building at Warrington once it is complete.

      No contemporaneous documents were disclosed to the Hillsborough Independent Panel concerning the briefing given to then Prime Minister Margaret Thatcher and the Home Secretary the morning after the disaster at the 1989 FA Cup semi- final.

      Cabinet papers did reveal that in an exchange about the Taylor report into the tragedy, Mrs Thatcher expressed her concern that the “broad thrust” constituted “devastating criticism of the police”.

      The ECHO can also reveal that the IPCC has appointed Mike Benbow, its director of quality and standards, as director for the Hillsborough investigation.

      Mr Benbow set out the investigation plan, including updated terms of reference, in the 10-page document sent to families on Friday.

      In his letter, he explained that the IPCC has now secured all evidential material in possession of South Yorkshire Police, whose discredited original investigation sought to blame fans for the tragedy.

      Although the IPCC has been carrying out preliminary work, the plan sets out next month as the effective start-date of the probe – the biggest in the organisation’s history.

      Mr Benbow also set out that the IPCC will consider preliminary interviews with members of the “Wain investigation” as early as May.

      Former Merseyside chief constable Norman Bettison was part of the team that helped write the “Wain Report”, which placed significant emphasis on ticketless fans, alcohol and crowd behaviour.

      The IPCC is examining whether the “Wain Report” gave an “accurate and complete picture”.

      It is the first time a timetable has been outlined and it is of crucial importance as it may have an impact on the new inquests that will be held into the deaths.

      Elkan Abrahamson, who represents a number of families from the Hillsborough Justice Campaign, said Mr Stoddart had told families in a meeting about a month ago that he expected his investigation to take between two and three years.

      He said: “The view of the families is that they want this done quickly after waiting 24 years, but they don’t want it done sloppily. I would describe the families as frustrated yet patient.”

      The IPCC has agreed to set up a “challenge panel” to be privy to the innermost workings of the investigation. But it is yet to be established.

      Mr Abrahamson said there was disagreement with the IPCC, which wants to make panel members sign a confidentiality clause.

      “Without public scrutiny, this can’t be effective.

      “If we can’t have public scrutiny, there is no point in having it.”

      On April 25, Lord Justice Goldring, who is coroner to the new inquests, will conduct a pre-inquest hearing where he will listen to submissions about the possible location and timings for the new inquests.

      The new inquest was made possible by the historic quashing of the “accidental death” verdicts in the High Court last December.

      That followed the findings of the Hillsborough Independent Panel which cast series question marks over the validity of many of the medical claims made at the original inquest, including the highly controversial 3.15pm cut- off point for evidence used by Dr Popper.

      Director of Public Prosecutions Keir Starmer has previously told the ECHO that he sees no reason why the investigations cannot run in tandem with the inquest to avoid any further delays.

      “The [IPCC] plan may change subject to any views or requirements of the coroner,” explained Mr Benbow in his letter.

      “Due to its complexity and based on what is currently known, the overall investigation is likely to take two years from the time the inquiry is fully established to completion.

      “Where possible, preliminary interviews will be carried out with key individuals. However, any interviews of those individuals who form part of the IPCC independent investigation, the Jon Stoddart investigation and the coroner’s investigation, will have to be carefully coordinated.”

      He said progress would be reviewed after six months, which would allow him and Mr Stoddart to provide more accurate timescales for each part of the investigations and realistic completion plans.

      The IPCC launched its investigation after the full scale of the police cover-up in the wake of the 1989 Sheffield FA Cup semi-final disaster was revealed in September by the independent panel.

      It is broadly looking at the aftermath of the disaster – but will also examine the role of South Yorkshire police leading up to the tragedy.

      It will probe the role of up to 2,444 police officers involved in the disaster and its aftermath.

      The independent panel revealed the statements of 164 police officers were amended to shift blame away from police onto fans.

      It seems ridiculous that they estimate 2-3yrs for the investigation, when most, if not all the information/evidence is available and set out in the Panels Report.

      I'm not surprised the families are frustrated but completely agree that the inquiry needs to be done thoroughly, with no ambiguity this time around.

      Judges are no mugs, and they can see past the bullshit, so the big test of establishment collusion/cover up will be in the verdict and summing up.

      Agendas! The cheeky cu*ts, how about taking blood samples from youngsters, searching roads for empty cans, every interview that I know of started with "how much did you drink"

      Also heard from someone there that G4S reps are not happy with Mansfields criticism of their company. They've been employed to investigate and help police on inquiry. Mansfield saying that the criminal inquiry team not independent enough and the families have no faith in IPCC team.

      Of course but how does professional integrity play any part in their counsel's decision to act for a body who has the same highly questionable objectives as the disgraced police authority?
      The same police authority who attempted to undermine and tarnish the families with lies and corrupt evidence, these fuckers are trying to do the same thing under a different label.

      ÂŁ500,000 a year will ease their conscience and provide some sleep. That figure of ÂŁ500,000 is for legal aid only, not whatever is being paid by whoever is representing the 'match commanders'.

      There should be a sh*t storm as regards G4S, some bent tw*ts are giving them the nations cash and given their dealings in this I wouldn't be at all surprised that their dealings are being orchestrated by the old boys club, I also wouldn't be surprised if G4S are owned by parent company after parent company that even the most investigative journalist wouldn't uncover, or even try to out of fear.

      Every time you scratch beneath the surface you find that the Governments cry of saving the tax payer money is false. G4S retains the contract for front of house court security. It has the contract for 60 months. Which is worth ÂŁ175 million. It pays its employees ÂŁ6.45 per hour, it receives on the other hand ÂŁ11.49 per hour, per employee from the Court Service. That is a daily profit of ÂŁ40.32 per employee. Its web site tells me it has 800 employees within the court service. The gross profit to G4 S over the life of that contract is a staggering ÂŁ41,932,800. Can anyone sensibly argue that represents a saving to the taxpayer. Of course not. That figure itself is small beer for G4S who receive annually ÂŁ759 million in respect of its contracts with Government. Watch closely to see how many civil servants and government ministers find themselves sitting on the board of G4S in retirement.

      Of course but how does professional integrity play any part in their counsel's decision to act for a body who has the same highly questionable objectives as the disgraced police authority?
      The same police authority who attempted to undermine and tarnish the families with lies and corrupt evidence, these fuckers are trying to do the same thing under a different label.

      Integrity plays no part in it mate, it doesn't matter who they represent, they have to defend them to the best of their ability, that's why cu*ts like huntley etc get lawyers.
      If it was based on morality, very few criminals would be able to get a lawyer.

      There'll be more, and worse to come at the inquests.

      It'd be best to be prepared to hear some truly awful twisted half truths, because without doubt that's what is going to happen.

      Unfortunately this is true, it's going to be a very dirty battle.

      Anyone who's had long drawn out dealings with the law and the indifference shown by the legal parties involved no matter what the injustice is overwhelming. Personally, there is nothing more frustrating than watching your representative smiling and joking in a corner with the oppositions representative, a truly frustrating and anger inducing experience for the first twelve months or so and then you realise it's all just a job to them.

      As you say, the realities are to the defence barrister John Beggs QC this is 'another day at the office'.
      Beggs specialises in representing the police and former officers, he maintains that because the report was produced in conjunction with groups including the Hillsborough Family Support Group and Hillsborough Justice Campaign showed it had 'an agenda'.

      Who should the report have liaised with and gathered information from?
      The S Yorkshire Police Authority who have been widely shown to be responsible for the initial cover up, as were his clients.
      The relevant coroners office also found to be a party to the corruption.
      The government who have apologised unreservedly for their abominable treatment of the families of the 96.

      I would hope his fee runs into many thousands of pounds when the verdict goes against the lying bas**rds, it couldn't possibly be getting sorted with the taxpayers contributions could it??
