Money and reputation talks. FIFA are very nearly as toothless as UEFA. Big teams will always walk... same as the FFP so many are pinning their hopes on.

This actually puts them in a pretty difficult spot. A lot of teams will know Barcelona will be desperate this summer to make additions before any possible transfer ban, so I'm expecting some pretty hefty fees being demanded by clubs Barca are trying to buy from.
