According to several sources LFC have had scouts watching Mikkel Damsgaard.

Granted, Sampdoria played a high-press and ranked #1 in the league in pressing actions last season, but those metrics are still impressive for a 20-21 year old.
Offensively he scored 2 goals and had 4 assists last season, for a goal involvement of 0.3 per 90, or approximately one goal involvement every 3 games. That's not setting the world on fire, but considering that he was only 20 years old and playing his first season in a new top 5 league it's pretty solid. His highlight videos suggest that he could have higher output in a better team as well, especially considering how many guilt-edged chances his teammates missed off his beautiful through-balls.
The downside is that it's doubtful whether he'll ever have the finishing ability or the pace to play on the wing, but he's very agile and two-footed which makes him very elusive when playing in midfield. His long-range shooting and through-balls are also a clear strength. His versatility would kinda make him a left-sided version of Elliott given that he can play both CM and LW.
It's doubtful whether he'd be able to make a significant impact for Liverpool this season, but he seems like the sort of low-risk player who could develop into a really nice little player for a CM role primarily in the future.
The comment in the tweet above seems to indicate that Liverpool are interested in the player, enough to bid for him if he's leaving, but that they'd prefer to have him developing another year before going back in for him. 2022 would also be a more convenient time for Liverpool to sign him as Milner's contract expires, and Keita and Ox will only have 12 months left on theirs.
