I would contact other groups and inquire about how they established themselves. It's not a if they started out as "official". I'm sure they were just fans & expats who wanted to start a local group. Get in touch with the NY Supporters at www.lfcny.org I'm sure they'd be more than happy to offer you any advice you needed. In fact, I noticed that one of their members went off to Las Vegas and started a Supporters' club there.

Yeah well I'm just 16 now. And very bad at taking initiatives. 
Plus I dunno if starting the group with something like 6-7 people of my age will be of any good.
But don't worry. Someday at somepoint of time, there will be a group in India and I'll definitely have a hand in it.

Apparently it's been in existence for a long time now. Glad I finally found a group near to the place where I live.

A Liverpool Fan Club in Bosnia and Herzegovina just had their first meeting in city of Tuzla.Currently we only work as a Facebook group but we have plans to make it official and maybe one day even make a trip to Anfield Road which is the dream for all of us.
