Well on the PS3 you don't have to be online, not sure about the XBox.

Or if you have some kind of camera connected to your console you can also do it that way.

I got my daughter to take my picture front on and side on (like a mugshot,plain background if possible) and then uploaded it to the xbox live site (you have to create an account) I then connected my console to my broadband modem with the ethernet cable and the xbox takes over, be warned though it does take a while to complete.
