I'm not too arsed whether he stays or not to be honest. Good player on his day, useful to have in the squad and all that - great if we keep him - but I'm not wholly convinced he's good enough to play consistently at a top level - so goodbye if he's being a greedy arse.
That said, I hope Jürgen does whatever maximises our chances of winning matches. We're not playing Emre to "develop him as a player", we're doing this because he nearly scored a hat-trick in the Champions League the other day.
If Jürgen play the f**k out of him and we win a trophy this season, he can f**k off to Juve or wherever that is!
I'm with you -- Jürgen should always be attempting to put our best 11 on the pitch.
However, I'm far from convinced Emre is or ever will be a top CM. He's been much improved the last 6 months, but he's still got a long way to go. If he was staying, I'd be happy for Jürgen to continue working on his development. If he's already got 1 foot out the door, then pull him out the side and give the minutes to Ox, Grujic, Woodburn, etc. I think Can has been the beneficiary of the good work of others more so than singularly impressive himself.
