It's not about perfection. It's about justice.
This is the World Cup, the highest level of football. So if you want to play in your preferred stadium, either the stadium is fully equipped for teams to play there or you find an alternative venue to host the game. In most nations, finding a suitable venue with technology is not a problem, so it's no excuse for other associations to claim that VAR is "too expensive". A wrong decision could cost you a place at the World Cup for at least the next 4 years. That means coaches, CEO's, association staff have to be hired/replaced, revenue will be lost, your domestic game will suffer at all levels. That's going to be far more expensive in the long run, than a one off investment in GLT and VAR.
The Ataturk hosted Turkey v Holland last week. Looking at the general condition of the stadium itself, as well as Michael Oliver trying to accurately judge disputed penalty calls and if the ball crossed the line from 15-20 yards away, made it almost seem unbelievable that this stadium is supposed to hold the European Cup Final in just a few weeks time.
This is what happens when we go back to the dark ages and VAR is gone. Chaos, Controversy, Conspiracy, Mayhem, Madness, where players and managers don't accept mistakes and human error, not should they. In 2021, deciding who does and doesn't qualify for the World Cup Finals should be a matter of accuracy, not a matter of guesswork.
