Pretty much. They're basically building from a blank slate as opposed to developed countries that have millions of people living in metro areas around an already built infrastructure.

Of course new infrastructure will look and feel good. Have a ride on the Elizabeth line which brand new and see what quality engineering feels like.

Love Japan. Few nations I'd love to visit more and few nations I'd love to see succeed in football more. They were amazing hosts (along with South Korea) of this tournament back in 2002.
